Arma will only use 1-3 cores heavily, so your CPU usage is skewed. If any of your cores have a usage > 85%, then your CPU is overloaded and is the limiting factor.
Otherwise, it's your GPU (without VSYNC on).
But FYI, anything above 40 FPS is amazing in Arma, this isn't like every other game where 120 FPS is easy. 30 FPS is what most aim for, 60 FPS (on higher settings) are for the people with multi-thousand dollar rigs.
Think of it as Crysis on steroids.
