When i start the game first time from steam the game crashes, info below. Second time right after when i start the game it works perfectly. This happens every time i have restarted steam or just waited a while between starting arma 3.

It "has stopped working..." for me only on first launch, literally right after install. Since then, it hasn't repeated it. But its ironic it happened on your first launch too (let alone the later ones).
I assume you verified the game cache?
