After playing the infantry mission, I loaded up the vehicle demonstration. I went in and out of options a few times. When I got in the vehicle, I jumped into the gunner's seat and the camera was black. I started up the car, but still no change. If I go into third person, I can shoot fine, but still nothing comes onto the screen. After hitting the save point and reverting back, the issue went away.

Check to see if you've PIP disabled.
If it is, then that would explain a blank screen when in first-person in the gunner seat. As far as I'm aware, changing PIP quality doesn't increase the resolution of FPS of PIP, but instead simply the effective rendering range.
For future reference, the default key NUMPAD-0 should let you use the actual turret viewport, PIP enabled or not.

Disabling PiP turns off those screens. You can still use the 1st person aiming functionality.
