Hi,
this is not a bug, this is an intended compromise solution. Synchronization of all animals in the game would significantly increase the network traffic. It could cause synchronization issues and even lead to FPS drops in MP, because there is a lot of animals around player. This applies only to animals created by in-game ambient system. All animals created any different way (scripting, editor etc.) which could be potentially important for a story of your mission, should be properly synchronized (and visible to everyone).
Marking as "won't fix" as we do not plan to change this because of reasons described above. Thank you for your feedback and understanding!
