Have tried updating drivers to newest version for Logitech.

I have also tried a different mouse and the issue still persist. This may be more of a windows 8 issue than a direct mouse issue.

This issue is no longer valid. The issue was with my laptop running windows 8 it was requiring me to run Arma 3 on my HDMI port to an external monitor. When the game was started on the laptop screen the mouse was not working which was something to do with my system. This case can be closed. Thanks!
