Votekicking a player on an official server is literally impossible. It doesn't matter if they deconstructed basically half the base, destroyed dozens of antennas, blocked building zones, killed people, hijacked transport etc. etc.
Too little people care about doing anything about it, or most likely are just too new/occupied to do so. Even 22 votes on a 128 player server for a severe offender is a bit too much.

So, i propose a solution:

In-game karma. Each time you disassemble a structure or REMOVE IT BEFORE IT WAS BUILT, kill a friendly player, or get a votekick attempt from different players (based on their karma), -- your karma decreases. The less karma you have, the easier it becomes to get votekicked. The required % of players voting yes decreases. For example default one being 50%, and going as low as 10%. Important detail is that kills arent necessarily the main karma decreaser. Explanation below in additional information.

Karma should regen over time, albeit very slowly. Each karma decrease should last at least one hour if not more. Increasing karma for good actions is a bad idea, due to the fact that the griefer can just farm some karma and use said karma savings to do much more damage for a longer time before being kicked. That's a bad idea because you should be able to neutralize a griefer as fast as possible.

If your karma gets low enough, your name becomes red to signal other players that you aren't trustworthy

Had this just happen in a game:

2 players (the griefer and his accomplice, being G and Ac respectively) join the server. G starts disassembling antennas from the main operating base and an adjacent one, severing the connection to ALL but 2 bases.
Rebuilding the antenna is impossible, due to the fact that G is constantly in the build menu, deleting the building blueprint. And even if you kill him and build an antenna, he just disassembles it. Even worse - G places garbage in the way so that you cant build an antenna and his Ac is constructing said garbage.

The only way to prevent that was killing them, however after a while you'd be auto kicked for too much friendly fire. Even if 4 people kill them repeatedly, the offenders suffer no consequences due to them being "peaceful". Thus given enough time you cant do anything.

Trying to votekick resulted nothing, firstly due to the "T193409" bug, and secondly due to the fact that not enough people are involved in the game or understand what is happening enough. Even though it was a 128 player server, with 64 players on each team, getting 22 votes is impossible in practice.

With the karma system, it will make it much easier to neutralize griefers and yet wont let the system be abused to punish the innocent. Even if the griefers accuse some other person, (which happens basically 100% of the time) their votekick % will be too high for any punishment to come

I really hope that griefing countering methods improve, since right now players have basically 0 defense against it. 1 player can ruin the game for 127 people, and countering it requires immense effort that, sadly, is more often than not still not enough.
