What purechaos means is that the servers have their own setting to change how much foliage appears on the minimum setting.

There's server side minimum graphics setting, this issue has been fixed a long time ago. If the server owner wishes to not set minimum graphics (official servers seem to not set such a thing), then change servers. Check the community ones.
