I still think you should've added frostbite effect like on Namalsk.
Here's why: water is cold and dangerous - yes. You can swin in it as long as you want, just manage to get out and start a fire before cross is red and blinking - yes. Any consequences - NO (health regenerates, you dry up and get some pluses).
What if: in the cold water chance of frostbite after some time would increase drastically? A bit less on the ground but during blizzard and low total insulation - high enough aswell. So players in worst case could loose up to 30-50% from max HP. That would make them think twice before choosing the path. Personally me would love it. When I had it on Namalsk 1st time - I didn't even know about it exists, but that event made strong impression on me.
Plus those cool frostbite tissue from zombies - think it won't be too hard to move it on players bodies.
This is Sakhal, very unique map, and only here you can bring it to life - don't doubt, just do it.
