Issue Description:

Using 7.62x54r API ammo and 12.7x108 API-T, I tested the flammability of the american transport truck by counting how many times the fuel tank took hits before igniting. For a direct hit, both 7.62x54r and 12.7x108 took 2 rounds to ignite the fuel tank. However, when the fuel tank was covered, this amount ballooned much higher than expected. For shooting through 10mm of wood, the 12.7x108 took 9 rounds to ignite, whilst for the 7.62x54r, the fuel tank did not ignite even after 30+ impacts. I did not expect such a thin material to make such an impact. Is this intended behaviour?

Use API rounds to shoot through an object such as "Shop Shelves" into the fuel tank of a vehicle such as the american transport truck.
