Issue Description:
before version 1.3.0.125 AI spawned in a group all together just beside the HQ tent allowing a heli with rockets to fly over wait for them to spawn in and take them all out with one shot.

Version 1.3.0.125 fixed this and AI spawned in random locations around town making it impossible to exploit this.

Version 1.3.0.130 they again spawn in all together beside HQ tent making it a possible cheat again.

Steps To Reproduce

Please include reproduction steps here!!!!
using game master, teleport to a enemy town.
see how they spawn in all grouped together beside HQ tent allowing easy kill with one pass from rocket heli.
could also have mortar target main tent
then move in to make AI spawn
again a easy kill of all AI since they are grouped together.
