We need an option to lock vehicles after we've spawned them.
Lock could be applied only to vehicle spawned by player.
It should last the same amount of time as cooldown for spawning next vehicle.
If the player leaves the server or is kicked, vehicle lock should be cancelled
It would greatly reduce stealing of vehicles by trolls or new players.
