Issue Description:
In the current experimental build, i seen a bug in the horizon: The clouds far away, moving togther with the Head/Input. So, if you look up, the clouds moving.
This is verry strange if your walking or running.
Time was 6:30

Set the Time to early morning like 6:30 and look at the horizon. Video was taken from the City "Morton"

We have been testing this based on the information you have provided but we have been unable to reproduce the issue so far. Is there any piece of information that might be missing that is essential to producing the issue?
