Modded?: No, vanilla

Issue Description:

In the current state, the AI can not hold any formation and if a member will loose its formation place, he struggle a lot. In the following Video the AI using regular "Wedge" Formation.

It gets even worse if you set the Formation to "StaggeredColumn"
