Environment:

1. i7 11700K (Z490 Motherboard, no power limits, no overheating)
2. 32GB DDR4 RAM 3600Mhz
3. AMD RX 7800XT (16GB)
4. 2560x1440 resolution
5. 24.7.1 AMD Driver (WHQL)

GPU under heavy underload, tested on both: Livonia and Chernarus. With minimal setting I get smth about 110 fps. With maximum settings (no any AA, water reflections is low) I get 60 fps. In both cases GPU load is 40-50%. The issue has been relevant for several patches already. The situation is exacerbated in large cities.
