Lock on bandage interaction doesn't get removed for all clients

Issue Description:
For preventing that multiple players are using the bandage interaction on the same HZ simultaneously, a lock mechanism is present, but this lock does not get removed for all clients after the bandage interaction is done. As a consequence, when the same HZ bleeds again, other players cannot see the bandage interaction, since the previous lock is still present for them.

Steps To Reproduce
  1. Play MpTest.ent in workbench with two peer clients.
  2. Use the first peer client's character to shoot at the right leg of the host's character until it bleeds, bandage it and heal it with the medical kit.
  3. use the second peer client's character to shoot at the right leg of the host's character again until it bleeds.
  4. Notice that the first peer client can see the bandage interaction, while the second can't.

It also doesn't seem to get removed when someone falls unconscious while bandaging. For instance, you can shoot an AI in the leg and then keep shooting until they fall unconscious while they try to bandage it. You won't be able to bandage it, but you can verify in GM that they are still bleeding. This can even be reproduced without peer clients.
