Description

When a mod is banned, the server still loads the banned mod, not letting any players join.

Steps To Reproduce

Put a banned mod in your server config.
Start server.
Try to join as a player.
Get banned mod message and you can't join the server.

Additional Information

Suggested fixes:

Server ignores banned mods when starting so players can still join.
Already running server gets a restart signal from the backend so the banned mod gets unloaded upon restart.

Thanks, I made this suggestion in the discord, but one of the devs said I should make a feedback ticket for it.

Resolved for 1.1.0 version.
