In conflict, you cannot place sandbags [e.g. when in building mode using a construction truck] or other related items on the pier at the power station near Kermoven.
It is possible to place in gamemaster mode.
Expected behaviour is you should be able to place objects on any suitable flat ground or structure.
Drive a construction truck onto the pier at the power station and try and build a sandbag wall on it.
It will not allow it, and appears to be trying to place the sandbags on the sea bed instead.

Freebuilding is set to align to terrain, aligning to geometry was causing issues therefore it was disabled. This might not be addressed further unfortunately.
