if your magazine is placed horizontally in your inventory, the game will think there's no room, so it'll drop it on the ground (which is a bug by the way), so maybe it has something to do with the fact that you can't reload with R.

I always position them so that they have room and are verticaly.

you need to have free room to reload, especially 40-60 rounders (4 and 6 free slots)
