When you first board a vehicle, the R key works to start/stop the engine.
If you exit while the engine is running, and then re-enter, the R key no longer stops the engine.
To stop the engine you have to fiddle with both the F key (looking at the starter button) and the R key until it works.

Steps To Reproduce
Board vehicle and start stop engine as normal.
Now start the engine, and exit. Re-enter vehicle, and try and stop the engine with the R key.
