This is similar to a previous bug I reported (https://feedback.bistudio.com/T173416). In fact I suspect its the same bug with some different symptoms. After travelling in a vehicle and then exiting all weapons and inventory items are inoperable. Nothing works. Operating a vehicle is OK and I can view the inventory, but can't interact with weapons or items in any way.

Perhaps, similar to the previous bug report, this has to do with areas of the map or distance travelled. In a recent game I travelled from Levie to HQ Saint Pierre. Oo exiting the vehicle the same issue occurred twice in a row. The only "fix" is to respawn.

I find this issue occurring relatively frequently. About once per 30-45 mins or so.

This also seems similar to another bug when throwing grenades where it you get stuck holding a grenade and then can't interact with any weapons or inventory items.
