AI behaviour around vehicles unrealistic.

Description

  1. AI ignore unoccupied enemy vehicles. These should be usually treated as viable targets.
  2. AI immediately target a any vehicle if occupied by an enemy. Even at ranges where they do not recognise or target infantry. This happens immediately on entering a vehicle, even if just climbing in the back. It makes no difference if the engine is running or not.

How can the AI tell who is in a vehicle? It makes no sense to target a vehicle when you don't know who is inside.
For instance if a US soldier boards a russian vehicle, that vehicle immediately becomes a target for all russian AI who can see it within 500 meters, even if there is no possibility that they had seen the soldier at all.

Expected behaviour.

AI should target enemy vehicles only.
They should not target 'friendly' vehicles unless
a) The vehicle acts in a hostile manner
b) They positively identify the enemy unit driving a friendly vehicle.
Conversly, the AI should target enemy vehicles driven by their own side, until they can positively identify the crew as friendly.

Steps To Reproduce

Board an enemy vehicle without being seen by the enemy.
Note the vehicle immediately becomes a viable target to the enemy.
Exit the vehicle.
Note the vehicle is no longer considered hostile.

This behaviour dates back to the original OFP game :-)
