The problem arose after transferring the game and launcher from disk C to an external drive. At the same time, there is enough memory on the drive and there were no problems with the rest of the Stem games

Can you try to completely uninstall the game and then install it on the disk you want it at and let us know if there are still any problems?

Is it an SSD or Hard drive?
what is the speed of the drive? 5400, 7200? (these are hard drive speeds)
Is it connected to USB 2, 3, C, Thunderbolt?

Make sure you re-install the game through Steam's Backup/Restore Game Files function if you don't want to re-download everything.
Then Validate Game Files if Steam didn't do it automatically for you.
