I've noticed while playing that I can't cycle a magazine from my inventory into my weapon using the reload button unless I first remove the mag from my inventory to the ground, then pick it back up. It affects all mags equally and happens after rejoining a server I was removed from during a restart.

Steps To Reproduce
Have magazine in inventory.
Have gun that uses magazine in inventory.
Be kicked from server due to restart.
Rejoin.
Attempt to load/swap magazine using the reload button on the controller.
Magazine should not cycle until it is dropped to the ground from inventory, then picked back up.
Additional Information
It seems to only happen with server restarts. Before 1.20 it would happen anytime leaving and rejoining.
