No particle effects when bullet hitting some surfaces on Dev branch

Description

This problem presents since rev150620 11-5-2023 Dev build - the release quality settings of the "Extreme" preset
If you switch to "Very High" particle quality then on almost all surfaces will be no hit effects only "craters"

Steps To Reproduce
  1. launch Arma 3 current Dev branch
  2. for expample open Eden Editor, Altis, create player in [4029.06,12703.4,0]
  3. start mission
  4. Open graphic setting, make PARTICLES to Very High
  5. shoot at building's wall

result → no dust effects from wall

  1. make PARTICLES to High and shoot again, compare hits effects

Thank you, it was due to how the quality levels in some particle effects were checked.
Some had different particle effects for different quality levels, but there were no effects for the Very High level, thus no effects were created.
We reworked that system and "Very High" will now spawn the "High" particle effects.
