Players should not be able to build sandbag walls over radio tower control panels stopping them from being "captured" by the opposing team.

This is done by literally overlapping the sandbag wall over the panel used for configuring the signal, blocking players from accessing the panel and changing the radio frequency.

This is definitely a "cheat" move.
