To prevent using 3rd person view as a cheat to see over the walls, at buildings corners, etc... you should enforced the game to render character (both players & NPC) based on the FOV on the 1st person view.
Like there, in 3rd person i should see "noone" like in 1st person because sandbag blocks the direct sight.
