Description

When you're looking at the road, you don't hear very well the passengers/driver by your side. You have to turn your head to them to hear them good, yes it is about "local voice".
Update : Might be related to the left/right hear in Stereo mode. Somehow one the ear is transmitting on very low volume (the one at the opposite of the sound emitter location) while the other is also on a lower volume but not as low as the other ear. Then when looking directly at direction emitting the sound both ears return to "100% volume".

What lots of games forgot (so not just yours) is that even if a sound come from the left, that doesn't mean left ear got 100% volume while right ear is 10% volume. Which provoke this unbalanced audio effect which i find disturbing (among the fact that you barely ear anything).

Would it be possible to record a video of this issue for us?

I got it again, so i recorded it. I was the driver, but it already happened as a passenger too.

The problem is global, affecting also on foot.
The problem seems tied to audio processing setting.

If i use "Speakers" the problem will occur (whether i use my speakers or headphones)
If i use "Headphones" the problem will not occur, but the voice volume is lower than when using Speakers and i don't know why (whether i use my physical speakers or headphones)

As of today i use Sennheiser GSP-670 as headphones or Focal XS 2.1 as speakers. And when i write this, it is not correlated to the audio processing setting. By default i've been using speakers audio processing with both by peripheral.
I only noticed today that the problem will disappear with my headphones/speakers if audio processing is set to Headphones.

Try to investigate around that, both for the audio voice volume bug with "Speakers" than the "global lower volume audio" with Headphones.
Of course this problem is only about local voice as radio chat is working fine all time. But we may need "earplug" in Vanilla to help give more clarity to coms between radio & vehicles engine sound.
