The middle of the building is still inside the boundary. I mean just think about it, the cursor and the icon are used to say if it's inside or outside the construction range. It is not that timportant, to "modify" as people don't even build on the border, but sometimes it's helpful because not all MOB are placed on viable location on the map. And that tiny margin at the edges can saves you sometimes from bad terrain geometry.
