The Humvee's gearbox is acting like a manual transmission that upshifts automatically. While in Drive the Humvee will upshift normally while driving. To downshift to Neutral, you have to tap the A button the same amount of times the transmission automatically upshifted. Also happens if you tap the B button to upshift too many times, you will have to press A the same amount of times to get back to Neutral.

I've just experienced this too. It's as if you can override the automatic transmission. It seems to happen when holding RT, then shifting down/up at the same time whilst in 'D'. It's as if there are hidden gears. The revs also increase or decrease depending on whether you are downshifting or upshifting gears.
