Pressing L whilst in the drivers seat of a vehicle sometimes turns on the torch/flashlight and not the vehicle headlights

Description

When a driver is in a vehicle at night the default L key should only activate/deactivate the headlights. The torch/flashlight should not illuminate as this is distracting and makes it very difficult to see the road (it causes dazzle on the screen).

I realised there is a rather obvious workaround, since the vehicle lights key is possible to be mapped to a different key than the torch.

Steps To Reproduce

Enter a vehicle at night.
Press the L key. It seems randomly, either the headlights turn on, or the torch, or one will turn off if already lit.

Expected/desired behaviour
The L key should toggle Headlights/Full Beam/Off only, and the flashlight, if lit, should extinguish.
