When spawning items locally on the client for a preview, it would be very useful to allow setting the health of the item on the client too. I don't really see a reason, why this sould be blocked then.
The error you get when trying it is always (E): Object::SetHealth cannot be called on client.

The problem has been resolved internally - It is going to be possible to set health on items in client via script. This change will appear in one of the future updates.
