New police car crashsites not spawning any loot on livonia

Description

Having played 40+ hours in 1.19 exp Livonia I noticed that the randomly spawning police car crashsites do not spawn any loot whatsoever. This of course may just bad luck on my part, however I find it extremely unlikely that I was never able to find a single piece of loot on them, they were just completely empty. It happened both on community and official livonia 1.19 exp servers.

Noticed that on Chernarus, the StaticPoliceSituation event config had the following flag set:

deletable="1"

However on Livonia it was set to:

deletable="0"

...and no loot was spawning. After changing the value to "1", loot appears to be spawning at those events.

Resolved for the 1.19 hotfix :).
