My community experienced this behavior several times:
We always connect to your server that is hosted at Nitrado - so we are very aware which mods are required.
Some random times, the game will ask you to download mods that are not required by the server.
If you cancel and try again, this is fixed most of the times.
This sounds as if the connection is not 100% clear and maybe sometimes finds another way to another server. That would be pretty bad, so I put this to Major even though that is probably a field that you devs should fill out :-)

I have experienced this and I think I narrowed it down to switching tabs at the top (community vs favorite) before the current tab's list has fully loaded.
I now always hit refresh after the tab has fully loaded to make sure everything is fully sync'd as a fix.

Yeah, same here. Feels like it tries to download the mods of another server. When trying again it works.
