when ever i try to start arma it just says
Could not load file or assembly 'System, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089' or one of its dependencies. The system cannot find the file specified.
and then puts a file on my desktop
just by trying to launch the game

Hello sorry to hear you are having this issue.
Have you tried letting steam check the Integrity of the gamefiles?
'System, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089'
is (or should be..) part of the Microsoft .NET Framework version 4.
Which should be installed by default on any windows installation.
Please confirm that you have it installed, and maybe reinstall it
