That's up to the server owner. They can do what they want. Unless you are the server owner and this is happening to you when you don't want it to.

Agreed, But I do encounter Bears and Wolves walking through base walls and other types of structures. Although I do notice the loot spawns are a bit finicky, I have custom usage and categories and protto, I had a bit of medical loot spawning in my churches for some reason but i barely notice its not all the time.
