1.13 splitting long stick gives only 1 short stick

Description

Splitting a long stick in 1.13 using hands or a tool yields only 1 short stick. I assume this is a bug.

Splitting sharpened or unsharpened long stick both gave 1 short stick.

Tested with hands and several tools, not exhaustive, but it seems to be universal.

Steps To Reproduce

Cut a long stick from a bush
Break it with hands or a tool
Observe single puny stick

Additional Information

Maybe unrelated, but: breaking down firewood into short sticks using a hatchet gave 3 short sticks, so that seems to be working fine.
