Trying to place a construction light on a radio tower I only managed to put down two on it's first level although there would be plenty of space for one on each side.
At two sides it's arbitrarily not being able to place it at, since they offer the same amount of space.
Try to play construction lights on the first level of a radio tower - it will only work on two sides, although every side in theory is big enough to host one light.
