Actual result: I have no idea, abandoned feature? Could also be something akin to the system in ARMA3 to better position the weapon/body parts? In any case, it should not "wiggle back" into the neutral state to be useful for anything.

it can be reproduced anywhere as far as I can see.
It feels like an unfinished/forgotten game mechanic, or at least the current usage eludes me, since the weapon movement is too little and centers into a neutral position too quickly for it to be useful i.e. for aiming out of windows or around corners or anything that could possibly be it's current use.
