I used to be able to hold PTT and transmit my voice and double tap PTT to have an open mic and transmit my voice without having to hold the PTT,
Now, I can not double tap PTT and transmit my voice. A small issue but an issue none the less. I am still able to hold PTT and transmit my voice so my mic is definitely working with DayZ

This should still work as you described.
Have you tried to verify the game data in Steam and possibly delete the contents of your C:\Users\*username*\Documents\DayZ folder?
And are you running any mods that could possibly interfere with the vanilla settings?
