Ability to set time locally on the client and sync back to server time

Description

Very low priority and understandable if not worth the time to implement, but would help make a project I'm working on along with a few other similar projects by other people working on custom maps.

Would like to be able to set time locally on the client, and ability to sync back to server time as well. My use case for it is creating illusion of dark sealed up buildings/underground locations during day time, which is currently not possible due to global illumination. Currently my method of getting around this is less than ideal, I set the exposure lower to create illusion of a darker scene, but it's apparent that it's not real darkness. https://www.youtube.com/watch?v=D1kImB2W59Q

Being able to set time locally would mean I could simply set players time to night time when theyre in "dark" areas, then when they leave, synch them back to server time.
