Barbed wire cannot be deployed if ground texture covers it (level watchtower with ground slope)

Description

Cannot access the barbed wire icon to deploy if the ground is on a small slope and covers the item. Suggest being able to attach and deploy barbed wire from the inside of a watchtower/fence same as with the rest of the options do.

For both upper and lower barbed wire.

This is on current stable release.

Steps To Reproduce

Specifically for a watchtower have not tried with a fence.

  1. Build watchtower on a slight slope
  1. Build frame and metal wall
  1. Find area where there is a slope at the wall and add barbed wire, if it disappears you know its under the ground but still there (checking tab on other side of wall)
  1. Attempt to deploy barbed wire (no icon appears.)

@Geez Sorry for double-posting the ticket, I didn't realize it already existed. Hope it will be fixed soon, by the simple solution provided in my ticket, as I now see this is sheduled for a fix since nearly 4 years.
