Using only precision skills to repair equipment to get the soft skill progress bar climbing leftwards.
Then the progress bar randomly resets back to the middle either during game session or after relog/reset/server crash
No hatchet/saw/etc was used in between.
This makes any meta absolutely pointless.

Repair equipment to advance the soft skill progress bar.
Wait a while.
Do other stuff, avoiding anything construction related. Not using hatchets or axes at all
Soft skill progress resets either mid-game or after relog.

Any update on a resolution to this problem? Because I'm facing the same problem, but on modded servers (plural).
