Vehicles tend to get stuck after spawning them in by script or zeus and giving them a waypoint. Vehicles won't move until you give them a nudge with zeus or remote control them and switch seats a couple of times. The amount of vehicles getting stuck within a group is somewhat random, sometimes it's all of them and sometimes only a few.
