Check the server logs, you'll see from time to time this message, item name is random:

19:00:19 [CE][LootRespawner] (PRIDummy) :: Item [3] is hard to place, performance drops: "CargoPants_Grey"

I also get this message? I am on an OffLine Server? How could I have so many "is hard to place"?

Hello everyone.
These messages can appear if an item does not have many spawnpoints in the world and Central Economy is having a hard time finding them, or the item does not have any spawnpoints available at all.
