As can be seen in the screenshots attached, the red lines of the PSO scope become darker and less visible when facing the sun, but bright when facing away. This, however, is not just due to contrast as it can be observed especially at night time, when it should be even brighter in relation to the background.

In contrast to the little triangle on the kobra, the pso does not appear to be self-illuminating, thus the red color in the PSO can't be seen at nighttime at all currently.
