Similarly to another report, the vehicles on our server respawned across the map (after our community had painstakingly gathered them all) after the database shift, but beyond that, a subsequent restart that occurred caused the same situation.

OLD 3. Wait 5-10 minutes to ensure data saves (as you always should before restarting to avoid item duplication or unexpected results)

Due to our inability to be able to access the Game Panel, we were unable to test manual restarts and the restarts I was referring to were automated ones that happened at:
[2018-07-13 | 19:31:12] - vehicles respawned
[2018-07-13 | 15:36:35] - vehicles respawned
[2018-07-13 | 03:21:27] - vehicles respawned
[2018-07-12 | 15:06:22] - I believe this was the restart from the database shift.

From a database coder perspective, it looks like the server was not able to connect to the table or database that the vehicles are saved into, defaulting to fresh spawn vehicles. The thing that has me perplexed on the situation is that a manual restart of the server seems to have made it connect to the correct database, that is unless there has been a fix applied on the back-end.
Fragnet Game Panel has finally started working again. I did a restart manually (not a persistence restore), and all of the vehicles that had been gathered re-appeared where they were parked before the database issues happened.
