Entirely unplayable lag/chugging, issues all over the place

Description

I entirely reinstalled Arma to attempt to fix this issue, but the problem is still there. When I join a server managed by the heads of my co-op community, a severe chugging/lagging problem appears. We have 51 mods operating at a time on this server, but this has never been a problem for me until recently. Nothing about my computer setup has changed. It seems to happened whenever I'm surrounded by a large amount of people or there is a lot of action going on at once. The game slows below 1FPS, to the point where the frame will update maybe once every 4 or 5 seconds. The sound will cut in and out along with the frames lagging as well. We use ACRE2 for communication during missions, and the audio from different players will cut in and out as well. I won't be able to hear someone, or I'll hear only the second half of what they're saying, and it's almost always delayed. It looks like the textures in the game are refreshing themselves, and every once in a while the player models will go into a T pose with all of their gear floating above them, but still shaped as if they were on a player model. Then, the next frame, the gear will reappear on the player model, but in a super low-res version. This is unbelievably infuriating and confusing, because as I mentioned before, nothing about my computer's software/hardware has changed to make this happened. I hadn't played Arma in maybe a month or so, then finally had time to get back into it and now this is making the game quite literally unplayable. Any ideas would be greatly appreciated.

Steps To Reproduce

Reproducing this on someone else's machine would prove to be a bit difficult, as you'd have to download all of the mods that my community uses, then join the specific server with the amount of people we play with (usually above 30) right at the beginning, and then see what happens. It doesn't really make sense to go through that, but if someone REALLY wants to give that a go, I can give specific details on what you'd have to do.

Additional Information

It's important to note that the game never crashes when this happens, it will just keep running in this super lagged mode until I decide to leave the server. It also does not happen in single player instances or in the editor.

This is known as the 3-FPS bug. Are you running 32bit Arma?

I am not, I have checked through Task Manager and the 64bit version of Arma is running at all times. From what I have seen from searching for "3 fps bug," it usually involves someone running the 32bit version, or in one case that I saw, someone's CPU overheating. I think it's important to also mention that this issue drops the game WAY below a frame per second as I mentioned, it is quite literally a single frame every 5 seconds or worse.

The first three items are mandatory, the rest (optional) based on the results of the FPS size check.

  1. Remove, using the DDU program, all drivers for the graphics adapter, restart the PC, install the latest drivers.
  2. After large updates, I check the defragmentation of files.
  3. After the updates, in the video settings I change the screen resolution to any size, I return the original size back. I do not know the reason, but it enlivens the overall value of FPS.
  4. Vertical synchronization can give floating up / down FPS, turn it off.
  5. Range of total visibility is 2500-4000 meters.
  6. Pay attention to the processes that are active when the arma3.exe process is running or when the FPS drops.
  7. Check the integrity of Windows files.

So I tried doing everything you suggested, and the issue is still there. I was even able to upgrade from Windows 8.1 to Windows 10 in that time, and I've still got issues. I took a short video using my phone to show how severe the problem is. Maybe this could give you an idea of what it might be.
