Description

The Mk21 currently is not firing any of its missiles towards air threats, it follows them but doesn't actually fire anything

Place Mk21 (can be on carrier, doesn't really matter)
Have a jet fly overhead and see the Mk21 follow its target

Mk21 seems to follow ground vehicles too (in fact, all 3 track ground vehicles)
Mk21 seems to not turn its radar on even when forced

The rocket does capture of the purpose, but the purpose isn't locked in the lock.
