This is a list of items that have spawned and when I try to pick them up I get an empty space in my bags, and the item remains on the ground. The space in the bags is then unable to have anything placed in it, and the item picked up is visible on the ground, not in the inventory of character.

the only way I am able to move the item from where it spawned is to drag it to my hands (still appears on ground) then throw the item and it will be thrown. After the item is thrown the character inventory no longer has dead zone as the item is now moved where it was thrown, and can be picked up normally. (if it didn't fall through the ground)
This list is only consisting of items I have had spawn in the area I have been.

pick up all the items in an area, (a whole town perhaps) then go to the same buildings and pick up everything again. eventually this will happen.
sometimes multiple of the same item spawn in the building and all will act this way.

Have you encountered this issue only during specific gameplay session on certain server or does the issue occur on various servers? Does the issue occur on both public and private hives? And do you remember what was the server population on the server/s where you encountered the issue?

This always happens. It was on public servers "FL/GA/IL/NJ", any of those or similar ones. I have not tried this on private. the servers were empty.
