Vehicles still arn't persistent. You can fit out a vehicle and drive for a certain amount of time before it despawns. Also still getting multiple spawns on top of each other in 1 spot.

drive for a bit
eventually it will disappear.
Additional Information
Hotfix didn't seem to fix anything, Not just Persist Vehicles, but the overheating & spawnign with nothing bug.
